This guy has been using my adress for his bills and giving out my cell phone number too, saying its his.When I call the places back (like a bill collector calling for him) they say they can't do anything.Please Help Me!

I don't know who this guy is or how he got my info all I have is a name that bills come in for him but I don't know if its a real name even.

You need to go to the police and make a report. If this guy has got your info, he can use it to obtain credit cards and loan offices. The officer should be able to advise you on how you should handle other incidents.
You also may have to have your number changed, and speak with the post office about your mail.
When the collectors call, let them know that you don't know him, he doesn't live with you, nor is that his number. Tell them if they call again, that you'll sue them for harassment.
