The outer space treaty forbids any government from claiming any celestial body. The U.S. and almost every other country in the world has signed the treaty. But just in case one of the countries that has not signed the treaty tries to claim the Moon, the U.S. has put up 6 flags there.

we did plant a flag on it. but sshhhh. don't give the russians any ideas. you know they recently planted a flag on the north pole and there-fore are claiming the HUGE oil deposits there.
