This fable is usually attributed to Aesop, and like all his fables it has a useful moral lesson--slow and steady wins the race, so don't give up. In most versions of the story, the hare either stops to rest or gets otherwise sidetracked because he is so sure that he will win easily, and the tortoise never stops or gives up and wins at the end. In a few versions I have seen, the tortoise actually tricks the hare by having one or more doubles fill in for him along the way (because the rabbit is usually a trickster character, apparently this story is about his comeuppance and so the cheating of the tortoise & his accomplises is overlooked). This story (or similar folktales) have been told in many cultures and languages. It is fun to see how some of them compare. There is a Cajun version with "lapin" and whatever the Cajun name for tortoise is, but I'm sorry I was unable to locate it online....you might have better luck!
By the way, have you seen the commercial for the quit smoking product that uses this folktale imagery?

Hare runs ahead. Hare falls asleep. Sleeping hare loses his feet to a corporation that sells rabbits feet for key chains. Tortoise catches rabbit. Tortoise helps rabbit limp to finish line. It's a tie, but rabbit feels like the real loser because he can't high-five the tortoise on a good race.

In the end the tortoise wins. He wins because the hare gets really far ahead and get so lazy that he takes a nap. The tortoise keeps going and wins. The theme is persevrance.

The moral of the story is slow and steady wins the race.
The hare is faster, but he is overconfident and stops frequently to goof all, so to speak.
The tortoise keeps going, doggedly.

It was the tortoise. However, there is a conspiracy theory out there that media has withheld certain information about the race!
