given a maximum voltage of 3.9491 volts and a minimum voltage of -0.0256 volts then what is half the max voltage value??

THESE ARE ON THE GRAPH AND THEN IT SAYS:
t0 = 1.241 sec
t1= 1.290 sec
t2 = 1.265 sec

THEN IT SAYS: Q7 shows on offest in the "zero" point. You must add the half quantity to the offset to find the scale's value for 1/2Max.

I think they're saying that the graph data are biased, such that an actual 0 shows as -0.0256. To correct, you'd remove the bias by adding 0.0256 to the graph data, giving vmin = 0 and vmax = 3.9491 + 0.0256. Then half max is half the corrected value. If "the scale's value" means the half-max value as shown on the biased graph, then you'd add the bias back to the corrected half-max. The point is that you shouldn't just divide the graph's max value by 2 to get half max.
