Let them know you're sorry they're hurting. Suggest that they answer for themselves, with no need to share with anyone else, what they learned from the experience. This will help them move on and do things differently next time.

After someone dies there is always a grieving process. The same with the death of a relationship, there will be a grieving process. Soon thereafter they need to bury it (the relationship) and move on with their life. After a brief time of grieving they need to move on with their life and put a death to the past with that person.

Often there's nothing you can say - they usually just need to talk.
(a) Be a good listener
(b) Remind them that you are there for them.
(c) Remember that in some cases, when a relationship ends, feelings of doubt and low self worth are abundant... share with them the things about them that you appreciate
(d) then do things to remind them that they can still have fun... mini-golf, bowling, things that are usually reserved for friends and not as Date-y... kidnap them if you have to :)

It's meant to be and you can't tamper with the universe. It was bound to happen. Now watch something good comes out of this. Let this be a learning lesson.
That is what I would say.

It's his/her lost to stop the relationship you. You will never come across a better one if it's not ended.

Tell the person that you're sorry that he/she is hurting right now, and reassure the person that you will be there for him/her as a good friend. Then let the topic drop until he/she wants to talk about it.

" it may not seem like it now, but time will heal your wounds" then maybe tell them about a breakup experience you or someone close to you has had.
