000 steel wool will work great also an old trick taught to me in the 60's, take a damp rag and rub it in wet dirt and go at it, it works better than anything you can buy on the market.

you can go to any parts store and get some rust remover ,it works really well on chrome,once you get it off,polish the bumper really well and this will keep it from coming back,that's the best way to get rid of it and keep it gone,good luck with it.

steal wool if its just like surface rust or navel jelly

I use a Brillo or SOS pad and then rinse it, dry it, and use a wax on it to seal it. that normally does a good job on it.
