You can't write a bill, only a member of the legislature (the lege as we call them in TX) can write a bill.
Write your congressmen, senators, governors, city councilmen, mayors, etc and tell them about your ideas.

You need to check and see if your state allows voter initiatives. It would not be a national law. No one should be required to wear a helmet. They should wear a helmet, but we shouldn't be taking away their right not to. This is just another example of one person thinking they know best for everyone, when they can't possibly.

I don't know, because i haven't done this before. Once I met a friend on a site called bikerkiss. He said he wanted to write a law. I thought he was joking. But if u really want to do this, u can go there. Maybe someone can help u.

Why? Don't we have enough unenforceable laws in our country? And how does this effect you? Isn't it up to the rider to decide whether he wears a helmet or not?
We have enough laws that infringe on our freedoms. Enough is enough.
