It means that there is enough of something to merit attention or notice. As opposed to something that is insignificant is ignored because there isn't enough to affect something.
For example: A significant amount of sugar may be harmful to a diabetic but, an insignificant amount is harmless because the amount is nearly non-existant and therefore, can be ignored.
