I'll leave it to other people to tell you what kind of outfit, but what I wanted to recommend is make sure she isn't uncomfortable in it. That is, not scratchy or tight or anything but also she should like it...
If she's uncomfortable she may not audition as well. And if she loves the outfit, she'll be that much happier and more appealing to the judges.

I spent a little time online and now I guess I will make some recommendations. Don't go for the pouffy pageant-style dresses. If they said upscale they mean designer. My first link is girls 4-6x dresses at Neiman Marcus, and the next few links are a few that I think would be especially suitable. Don't think this means you have to buy them from a high end store if you can find nice versions somewhere else, but don't get stuff that LOOKS like a knockoff.
Most importantly, make sure there is SOMETHING about it - a color or a detail or whatever - that they can remember her by. The other answerer had a good idea too - keep her in it for all callbacks!!

Upscale? For a 4 year old? Are you sure this is a real Disney audition? If this is something someone approached you about in a mall or an ad you called in about from the paper or radio or tv, then it's a scam and you shouldn't bother going. I hate to break it to you but more than likely this is a John Robert Powersscam where they run ads saying things like "Would you like to audition for shows like Hannah Montana and Zoey 101?" They are not linked with Disney, it's not a real audition... all they're doing is prepping you so they can take you for as much money as they can. They will tell you how fabulous your daughter is and how much money she can make as a child model and tv star and all you have to do is pay $3500 for these classes... and it will get more expensive from there.
If you already have a real legit agent and this is a real legit audition then it should be for a specific tv show. You would have a character breakdown (description of the role she is auditioning for) and the storyline of the episode. If you don't have this info then the first desciption is what you're in for. Run away!

1) Do not go costumed the way you think she'll look in the role -- major mistake!
2) Dressing nicely shows a certain amount of respect for the people, the process, and the product. Not jeans and T-shirt
3) Wear the same thing to all call-backs so that if someone forgets her name, they can say, "the one in the little yellow sundress."

properly i"m like thirteen, and that i bypass to attempt to get into prepare company (and wow! fortunate her!) so if i became going to audition for something i might probably placed on a gown to coach modest prettiness and professionalism. it would be form os short, yet no longer too short, like 2/3 length up from the knee, and valuable extraordinary colorations yet no longer neon with a extraordinarily trend, like massive dots or vegetation. and that i might placed on a independent colour jacket or cardigan with buttons over it. additionally, i might placed on stylish boots or new (or new-finding) shoes (like in Demi Lovato's track "los angeles los angeles Land" it says "Who mentioned i won't be able to placed on my talk with my gown...). diverse necklaces and sparkly stud rings would desire to help enhance the outfit. wish that enables and good success to her on the audition!

Put her in something nice, but make sure she can move in it VERY easily. Since she is a child they will ask her to dance and move around a lot. Maybe some black pants and a nice top. Make sure it is comfortable because yall are probably going to have to wait a long time too.

nice, but kinda of a 'blank canvase' idea. let them see she can go amany different directions in roles (even if not for this one...they may call you back) something she can move in...make her look like her, don't try tooo hard.
