Latte has it about right. Bleach and water are the key. Remember, Mildew is a living, growing thing. you must use bleach to kill it. now, the other issue is that it can keep coming back. the first thing I suggest is cleaning the ENTIRE room with the bleach solution. if you just clean one wall or part of a wall, you may find the mildew is back within a month or so.
second thing to do is repaint, and use a Kitchen & Bath paint, which has a mildecide to help prevent mildew growth. I would recommend Benjamin Moore K&B Kitchen and Bath Satin Finish.

I think you will find this is mold . Large mold growths may be encountered on paintwork and wall coverings, including the grouting between tiles. On paintwork they may appear as blackish deposits. Mold can be killed with a proprietary fungicide, though in severe attacks a number of applications may be necessary. Do not use household bleach, which although it seems to work, has only a temporary effect. The mold will recur in a matter of months. Allow the fungicide to work, then wipe off any debris with a clean rag. On wall coverings, the mold may appear as brown or purple spots which actually stain the surface. To kill the mold , the wall covering must be stripped off and the wall treated with a fungicide.
