Most paints are not recommended to be used under 50 degrees. Should say on the container. Humidity also affects drying time.

As a general rule, several degrees above freezing. Think about it, water based paint can freeze. Specific requirements will be listed on the label. All you really need is to be above freezing and have good ventilation with outside air. The higher the humidity, the colder the temperature, the slower the air turnover rate, means the longer the paint will take to dry. Oil based paint is a little different in that it does not freeze as such, but it does thicken considerably as it gets colder and will become unmanageable at some point and as it gets colder, it takes longer to dry. Again, the label will have specific information.

this is a summer job only,the block walls need painting on both sides,outside,dig all around the house to the bottom,use sand as a new base,use airdrying tar compound on the block walls after wirebrushing the dirt off,when refilling the trench,leave area about 8 inches below surface to pour out concrete at a flowaway angle for water to run off.then fill up when it is dry,then paint your basement walls

It says right on the paint can the minimum temps. I wouldn`t paint below 50 f if you want it to dry in a reasonable amount of time
