in order to be stable an atom must have the same number of electrons as protons. Electrons have a -1 charge and protons have a +1 charge. The number of protons is dependent on the atomic number. example: if you have a stable atom of helium whose atomic number is two you will have two protons and two electrons

Depends on the atom. For example, Lithium is the first element in the 2d period. It has 1 electron in the outer shell (the other 2 are in the 1st period shell). Neon is the last element in the 2d period, and has EIGHT electrons in the outer shell.
