Insert a Windows CD into your computer, when you restart it it will load from the CD and ask you to bootup from the CD, you boot from the CD, select Install Windows, you select the partition you'd like to format and viola! you format and reinstall a fresh copy of windows.

I need to know a few more things about your computer before I can give you more advice. I need to know the operating system, whether your computer is a desktop or a laptop and if thisis the primary drive, (e.g. this is the drive where Windows is installed). I am assuming you have a desktop and your drive is the primary drive. Start Windows and create a boot disk if you have not already done so. This can be done by going into Control Panel. The option should be somewhere there; it's been a long time since I've used floppy disks, so I can't clearly remember. Anyway, create the startup disk. If you are running Windows Vista, ask someone who has Windows XP or earlier (preferably Windows 98) to create a startup disk for you. Then follow the steps below:
1. Shut down your computer.
2. Insert your startup disk into the floppy disk drive.
3. Turn on the computer again.
4. Choose a startup mode.
5. After your computer starts, you should see a (some letter):\>.
6. Type "format c:"
7. Press the y key on your keyboard. The hard drive will be formatted.

If you are wanting to format a drive outwith your C: Drive where you OS is installed then simply go to the following
Start>>settings>>control panel. Then from there select administrative tools from the control panel and then select the computer management icon. Then select disk management which will show all the hard disks you have installed and right click the drive you wish to format and then select format. If you wish to format the drive with the OS the go to bootdisks.com and then reboot your PC and select to choose from floppy

You can't format the disk on which the operating system is situated.
So.......you need to boot from another disk.
If you've got Windows 98 or later, the Windows CD is bootable - stick it in the drive and let the machine re-start.
You'll have to make sure the boot priority is CD drive before hard drive in the BIOS, or it'll just boot from the hard disk again.

If you are having that many errors, then it may be time for a new hard drive.
The directions so far are pretty straight forward, if you are having trouble following them, then maybe you should take your PC to a shop and let someone else do it for you.
