i just want to know if i need to put anti chlorine solutions to the water when im doing my 25% water changes?

Yes, you should. You should also contact your local water company to make sure it's chlorine that's used. Many companies are now switching to chloramine (a combination of chlorine and ammonia) because this lasts longer - it doesn't go away after 24 hours, so letting the water just "sit" for that amount of time wouldn't be enough to remove it. And, if your conditioner only removes chlorine, or it's one that "breaks the chloramine bond", these will release ammonia in your water - and ammonia can be fatal to fish.

Give your water company a call, then use whatever is appropriate for your water supply. And it's only the new water that you're adding that needs to be treated. A 5 gallon bucket (or other bucket with measurements, or plastic gallon jugs) are good for either replacement water or to put the water removed from the tank so you know how much conditior is needed.

I typically add my conditioner to the water before I add it to the tank, but if you use a python siphon that attaches to the sink or a hose, that may not be possible - it's okay to add the conditioner to the tank.

I would only to ensure the safety of the fish...I don't know exactly if you need to or not.
If you are using well water, then you won't need to, I wouldn't think. But if you are using town/city water, I'd put the drops in for there is chlorine in the water
