Make sure that the CPU is compatible with your motherboard. You might need to configure options in your BIOS, or clear the CMOS memory.

I had this problem one time. Some systems allow for both over and under clocking your system. The speed may be related to that or else there are some tweaks in the Bios that you need to do. Check the instructions on the Motherboard/and or graphics card and the HeatSink that you bought. You can also try looking for that issue on google aiming it at the MotherBoard Model and the heatSink model and see if other people experienced the same slowing which you describe here

This is common. My Athlon XP 2000+ should run at 1667MHz, but after upgrades it sometimes goes down to 1250MHz. This is your motherboard being cautious.

In your BIOS settings (press F1 or Delete usually whilst your PC is starting to boot) there may be options called use Safe Default Values and Use Optimum Default Values. Go for Optimum.

I don't know the answer for you but an idea where to look. Check out the details of your mother board in relation to your CPU. Motherboards have "clock" speed, or voltage to CPU, settings on them. Check carefully because if you over clock your CPU???? Well lets say it might smoke!
