It is the Iranian government and not the Iranian people. And because it is a government that survives on chaos. Without creating chaos and/or controversy, the ruling clerics would be toppled within weeks or months as it is in reality a minority government with a 20% support base ruling over an 80% majority that has wanted to get rid of it for the past 28 years. So, as much as it may sound that it is all about religion, it is really about survival and power and shifting attention from internal problems to external hoopla ! So, it is not that strange as you may think it is that a supposed Shiite gverment would support a seemingly adversary.

The majority of the American people are against this president, against his war and against his policies. They are also against the Congress.

The answer is yes. Bush and the Congress think the American people are stupid. They have constantly used irrelevant issues to mask the real problems we have in this country.
