Roses in France, generally.

Depends on the type of rose plant. Most shrub or bush type roses tend to bloom from late Spring to Autumn (first freeze). It really shouldn't matter where you are because once it starts getting warm your roses will begin to bud out and will start producing flowers shortly there after. They will normally continue to produce flowers until first freeze in Autumn. However, if your roses are climbers or ramblers then you will typically only get on large bloom per season.

Whomever gave me the thumbs down obviously does not know roses.

Most likely nutrients and not enough water. We got very little rain during the summer and got very few blossoms. Then it rained for three days and the thing is full of blossoms.
