Blood is always thicker than water - and sometimes, family can be thicker than anything!
But if you're talking ethically - then no. You have to draw the line somewhere.

To me, that statement describes the fact that when allocating our rescources, family comes first. I include close friends and lovers in this catagory.I do not believe that family should be able to come in between a family member and their lover to the point that they force a choice. This also goes the other way, too. In some ways, friendships and love relationships are even more special that family relationships in that we pick them and we have no choice about family.
Many people tend to throw this statement at you when they are trying to justify why they tend to protect friends, family, and lovers or themselves from the consequences of bad behavior. I feel such behavior is inappropriate.
So, I'd say,"No" - not in the ways it is commonly used.

No. I got into a situation with my mom 15 months ago and I have not seen or talked to her since. I have 5 other siblings and don't associate with any of them. The only thing I have is my gf...she is the only family I have.

Typically, blood has a higher viscosity than water. A few rare diseases may cause it to thin, but only one in a billion, or less, would result in it being less than water.

Not at all, I have a brother who lies, steals and is phony as a 3 dollar bill. I would always choose a trusted friend over him.

Certainly not! I am aware of relatives' flaws, and I do not uphold anyone who is in the wrong. I am objective, logical and fair above all. My brother and my nephew were beaten in fights and wanted me to avenge them. I am a huge and strong martial artist, but I know my relatives all too well and I am certain they started trouble, so I do not fight for them.
