DLL files do vary in location, if you have access to another system simply search for your missing file, copy it, then load it into the same location on your system.

If this DLL has been loaded by a game, you may need to reload the game.

If you are running XP and it is a system DLL, try this.

Put your windows XP cd in the drive.

Click start, run. type in cmd and enter. In the dos box type sfc /scannow

This will "System File Check" what is on the hard drive and the cd and load what is missing or corrupt. Can take 30-40 minutes but it leaves all your data alone.

First you need to set view in explorer to SHOW hidden and system files. It's probably in sys32 but just run a search for the file.
