you really need to start with a gravel layer, followed by fill dirt to level, then re-seed or replant the grass. make sure you dig a shallow trench first to re-direct the water to a better location. any DIY site would have better directions, if you need them. I did some sod laying/landscaping, and as far as I know, this is how to aliviate your standing water.

I would try to raise the grade a bit so the water runs off, then I'd used grass seed which is best for a wet location such as rough bluegrass.
