If you walk down the Hollywood Walk of Fame, you'll see lots of fans maintaining their favorite celebrity's star. At Stonehenge, there are Druid worshippers. In every yard in every subdivision across America, there are homeowners meticulously tweaking the landscaping around their phone, cable TV and electric boxes. What's the dealio. Why do you do it! Have the utility companies every complained?

Since "everyone" has one, property values are not diminished but they are still ugly.

Keeping them open and accessible is demanded by the utilities; otherwise, if they need to be worked on and plants/boulders etc are in the way, the utility will remove them without payment to the homeowner.....or they may just refuse to service them until the homeowner makes them accessible.

So it's worship the utility contained in the box hence keep access open.

A good landscape design can minimize the boxes and still keep the utilities happy. Amazing, once an area's landscapes grow up, the boxes "disappear."

Utility worship? Do you mean that they try to conceal that ugly meter?
A lot of people don't like to look at those ugly meters.
My mom's had to be replaced because the gas company could no longer afford to have their meter readers injured from entering dark, unsafe basements of older homes.
So, they put a newer meter in front of the house next to the front steps. It's an ugly, green monstrosity that has to be clear of obstructions so meter reader has access.
It brings property value down because it's an eyesore.
Perhaps, that's what you mean by 'worship' of the utility boxes?
