Sounds like Wales (a really gloomy place for sad people) alright, but not much of a plot for a film. And I don't remember any film that would match.
But then again, it might be one of those experimental art house movies which are only shown in a few selected cinemas and therefore not widely known.
Maybe the British Film Library might be of some help to you. It was started by Kevin Brownlow and is meanwhile a very good and rich source of information about anything that has to do with films and cinema.
