Telnet uses a defined port of 23. To modify to a different port you have to change the port on both the client and the server.

If you mean running a telnet server, then its in the config files (hard to answer without knowing if you are linux, windows, or mac)

If you mean to go to a site, then its usually just pasted onto the end of the address. Either seperated by a colon or by a space. Such as...

telnet play.sdmud.org 7777
or
telnet://play.sdmud.org:7777

If you are using a client software such as PuTTY or NetTerm then its usually an option when you setup a particular address for it to save to its calling list.
