To measure the current that flows in the circuit you have to have the current flow through the ammeter so the ammeter must be in series with the circuit. This means opening the circuit somewhere to be able to make the series connection.

I need more information to answer your question correctly, but it would be my understanding that if there were a conductor connected to the circuit, and one wished to measure current, that one would have to OPEN the circuit, and connect the ammeter where the circuit was, in order to measure current.
