my roommate has a cell phone, even when fully charged my roommate claims they have a problem with the battery keeping the charge. i don't know if my roommate needs a new battery for their cellphone or what the probem is.

Several things can cause a cell phone battery to have short operating capability:
The phone is in a roaming area and has an analog signal instead of a digital signal, the battery will go down quickly without even talking on the phone.
The battery has been exposed to moisture and the contacts have become corroded. Or, the phone may have become wet causing many malfunctions. Buying a new battery may not help in this case.

The charging source (wall plug) may be intermittent and not charging the battery fully. I've seen many times where people plug their phone in to charge and upon leaving the room, shut off the wall switch/ light switch that powers the wall plug.

Batteries greater than 18 months old that have had hundreds of charge - discharge cycles usually exhibit shorter capacity

It's probably time to replace the battery. According to the site I've linked, lithium batteries are good for 300-500 charge cycles. So if the battery is more than 2 years old, it's probably near the end of it's life.

Yes, your roommate needs a new battery. I had once that problem too.
