Try this site and just mini size everything. However, it's for an actual rocking horse but it looks like it'll work. ;)

Do you mean miniature as in ' doll house size '? You could probably find one already made at any of the big craft stores, in the doll house section ( it is usually near the wood section ). You didn't ask for this, but I think these sites might be of interest to you.
