Solution to saggy boobs?

My friend has somewhat less than perky breasts. She's not fat, she's never had a baby, she's 23 years old, and has always worn a bra. She's a 34 C bra size. Is there a reason she has saggy boobs (genetics?) And any suggestions on how she might remedy it?

Haha, in regards to a push up bra, I think she wants them to look good when she's naked, kk thx bai >.>

Some women tend not to have perky breasts, particularly larger breasted women. The doctor can do an uplift to help, however.
