If I stick my arm out of my car window on the freeway on a Hot and Sunny day, does it slow down the rate im going to get tan? A lot?

No it doesn't. Tanning (and sunburn) is caused by ultraviolet light, not increased temperature.
People can get tans on skiing holidays; in fact, snow reflects lots of UV light, so you are at a quite high risk of burning if you ski in sunny conditions.
UV light damages DNA, so your body reacts to increased UV light by increasing the amount of pigmented cells ("melanocytes") in your skin, and this gives you your tan. The increased amount of pigment absorbs the UV before it can damage your DNA.

No, light is too fast to be affected by wind.

it wont do a thing but that wont stop the ultra violet light all you get is wind burnt
