Check that the video cable form the system to the monitor is well secured at both ends.

I would advise against any repair work on the monitor. There are voltages in there that can kill you.

If you really want to check, turn off the monitor wait at least 20 seconds before unplugging it, then open the covers.

Check the cable connections from the video cable/connector to the card (usually in a metal can) on the back of the CRT. If there is a loose connection then replug it. Beyond that you would need the service manual, complete with schematics and a supply of the correct parts.

Do not power the monitor on without the covers on. Do not remove the rubber cap off the top/side of the CRT.

CRT is dangerious, it has a high voltage, u must be expert to work on it and need oscilloscope for trouble shooting, any way the red crt might be faulty or just a loose connection, better be safe and take it to some expert as they will have to drain the voltage friom the capictor before working on it, if u dont discharge the capacitor u can get a high voltage shock and die.
dont take the risk

Yes, your CRT is good but the capacitors on your monitor is giving up on you. Refer this to a good tv or computer technician who is an expert on hardwares.

Try to compare the cost in repairing and buying a new one. this unit of your is giving up hurting your eyes. Have this repaired before it damage your eyes.

Mine did the same thing last week ...the cable to the video card was loose ...make sure that it is snug in there and just hanging off the connection. Have you degaussed it lately?
