I understand there is a federal law regarding steroids, and state laws regarding steroids. When does one get punished under the federal law?

You could be charged with either (or both). The United States has "dual jurisdictions". Federal and State Laws are both applicable.

All laws start as Federal...then the state can adjust to suit, and the county
and city can do the same...........

i think it becomes a federal issue if it crosses the state line.

if a good newsworthy case gets blundered by the county attorney then the feds take a second shot.
