Yes it does. They are simply wasting everyone's time with such postings. My guess is that they either want two points by answering or just want their presence to be know

No, what gets me angry is when I want to leave a smart-butt answer, like "I don't know", to a question like this but someone has already left one.

I get annoyed, especially if I asked a specific question. Sometimes people will say, "I don't know, but..." and get off point.
