Firstly, we need to ban government funding for schools (either that or we can force everybody to attend those rotten inner-city public schools so that everybody is equally stupid). We need a completely privatized school system (churches and charities can provide for the education of those who cannot afford it) and we need to eliminate all restrictions on homeschooling and to eliminate the Federal Reserve and IRS so that inflation is eliminated and everybody can keep their entire paycheck, permitting more people to homeschool. Besides that, we need to end the racist War on Drugs so that we stop sending millions of young minorities into jail for almost all of their lives and we need to get rid of those so-called "3-strikes" laws.

The problems are cultural. Unfortunately there are those in inner cities telling minority children that if they get an education they are selling out. Add to that the break down of the family and being raised in one parent homes and chances are greater that there is educational disparity.

This really requires enforcing education to a uniform level by skin colour not ability. And that would cause outrage.
I dispute your premise that formal education above a certain level makes people more useful or happier than real-world experience. Who are we to tell other groups in society what their priorities should be?

I would encourage a stronger emphasis on vocational studies for all students. I would like to see some real mentoring happening with students taking an active role in real work situations. They should be encouraged to conform to standards of dress and behavior which exist in the real world and should be rewarded for their appropriate participation by being given a small wage during their participation. Money and real life experiences are powerful motivators and many of our youth have few positive role-models to relate to.

The only way to counter the depravity and poverty of black America is to get blacks to stop thinking of white America as the enemy. Most urban blacks live a ghetto culture which rejects education and achievement as "acting white." If they want to assimilate into mainstream culture, they are free to do so. The only racism is on their part.

Involve the parents.

Parents are the leading influence in any child's life. There are very successful students that come out of poorer family's.
