Even legally, ignorance in itself is no crime, although illegal acts in the ignorance of law are not condoned due to the ignorance.
The question, however, I believe is philosophical. In my view, a crime implies that it has been committed and not merely happened..... the presence of intent is essential for an act to get classified as a crime.... ignorance normally would be circumstantial or eventual rather than intentional.... therefore if ignorance is deliberately embraced for any particular reason, then it can amount to crime..... thus not studying diligently even when tests or exams are imminent, would be a crime, or even deliberately not caring to note the date of an important event and therefore missing the bus would also be a crime of ignorance.
An alternate view could be that as long as one gets punishment, it must be equivalent of a crime and ignorance would almost always result in the punishment commensurate with its impact. I choose to differ with this view because if we take this view, then there would be no distinction between a cause and a crime. While crime is a cause, not all causes are crimes.

Ignorance should only be a crime when the person who is ignorant is so by purpose or is involved in controlling what they are ignorant in.

If someone insists on chronic ignorance, it is criminal. There might be circumstances where someone is innocently ignorant that they are ignorant, then no blame.
