Uh...because they have been archrivals in the playoffs for the past 6 years or so...Also, the schedule is based on how the teams finished the previous season...which means since they have been consistently winning their divisions, they have the 1st place schedule, which means they play the champions from the other divisions in the AFC...

and no, the Pats and Colts don't play twice a season, unless the second time is in the playoffs...Everyone in the same division(i.e., for the Pats, I mean the Jets, Bills, and Dolphins) plays each other twice a year...

The schedules are set up years in advance.
The Patriots did not play the Colts in 2002.
The AFC East played the AFC South in 2003 and 2006
The 1st place in each division played all 1st place finishers in 2004, 2005 and 2007.
The Colts have always been Champ in the AFC South and the Patriots have been Champ for the past 4 seasons in the AFC East (they actually tied for first in 2002, but lost the tiebreaker to be Champ)

The NFL's scheduling procedures are very precise, at the end of each year, you pretty much know who you will be playing the following year. You just have to wait to find out dates, times, and locations. That being said, the aspect applicable to your question is the fact that each team plays all the other three teams in their conference that finished in the same place as they did in the other divisions. So the last-place team in one division plays all other last-place teams in the other three divisions.
Ever since the 2003 regular season, the Colts and Pats have both come in first place in their division. So that explains why they've been scheduled to play each other each of the last 4 years (counting this year).

In each conference there are 4 division winners and they always play the other 3 division winners the following year. In other words as long as the Colts win the AFC South and the Pats win the AFC East they're always going to see each other in the regular season.

So since the pats finished first last season they would play the team placed first in the other divisions in the AFC. So since the pats and the colts placed first last season, they both play each other along with the ravens and the chargers this season.

i really don't know. each team has its own schedule rotation fixed through 2009. the colts are scheduled to play the AFC North and NFC North next season. however, that leaves 2 games remaining in the season that they have to fill up. i do not know how they determine who they play in those 2 games, but if i had to guess it might be a marketing strategy. a game between the colts/patriots is a great game and will be an excellent increase in ratings, probably the most watched game of that certain week.
