The formulas r = 0.07t + 2.27 and w = 0.08t + 2.48 give an approximate model for the yearly average price r of a bushel of rye and w of a bushel of wheat over the past five years, where t is the number of years since 1994. What is the first year in which the price of rye exceeded $2.48/bu and the price of wheat exceeded $2.56/bu?

The price of rye exceeded $2.48 after 1997
The price of wheat exceeded $2.56 after 1995

You got it!
for r=2.48=0.07t + 2.27
solve for t and get:
t = 3
t>3 for r>2.48
and the same process for w = 2.56, t = 1
w > 2.56, t>1

Your statements are correct, so the first year in which the price of rye exceeded $2.48/bu AND the price of wheat exceeded $2.56/bu would be 1998. The answer could also be interpreted as 1997 since the modeling equation is continuous rather than a step function.
