I have tried everything from windows restore to a complete reinstall of windows xp but they still will not work.My computer works fine, except for the fact that none of the cd-rom,dvd-rom drives work.

Have you installed the motherboard chipset drivers? Your PC may be having difficulty operating those devices because the chipset driver was not installed. It usually comes in a CD with the motherboard or the PC.

Read the optical drive troubleshooting...

Precisely..

First go to regedit -- delete the upper filters and lower filters by searching for them.. with Ctrl - f.. then try again..!!

Open the system tower and replug all the cabes going the drive from the MB and from the MB end too...
If that doesnt help.. change the data cable which is also called as ribbon cable.. with the one on the hard drive..

If that doesnt help, lens flunk on u.. ;)
Time to change the drive..
