ibm computer 40 gb, but 20gb C: drive only,how i can make D: drive 20 gb

You must have got the windows XP CD with ur laptop, u should boot from it to make partitions, dont reinstall the windows, just create partitions and exit the CD.

login as administrator;
go to control panel, administrative tools, computer management, then click on disk management. there u can see your disk partitions and any unallocated space or unpartioned space on ur disk.
u may not be able to change the disk where windows is installed, but other partitions u can change or delete or create partitions
