Check the dell website, you may be able to get one for around $400 there.
If thats too much, check around the area where you live and see if any of the computer repair places have some rebuilt ones for cheap. My first computer was a no-name rebuilt one and it worked just fine for quite a while.
If your budget allows it, though a new one is the way to go.
Oh, and if they are new to browsing, make sure and give them some safety tips, about scams, personal info, and such.

wel, if i were you, i would try to look for a 2nd hand computer in some stores but be sure to check the specifications that will suit your needs.... perhaps you can have
1.) 800 intel celeron processor or Pentium-2 (or higher, but 800 is ok just for browsing. the manufacturer of celeron is the same manufacturer of Pentium but it is much cheaper.)
if they need to download more files from the internet, then you will need a much higher speed processor.
2.) at least 20gig harddisk ( or higher)
3.) 128 memory
4.) cd-rom and floppy disk drive - optional
5.) keyboard, mouse, monitor
you wont be needing bluetooth and usb connectivity but incase you found one with these stuffs in it then its a plus..
Be sure to have an internet connection of at least 256 or 384 kbps, especially if they will be using webcams.

I was going to say a used computer store... they usually have them checked out and virus scanned. Ones from a pawn shop could also work, but they may not be checked as thoroughly and the computer store would probably give you a warranty but the pawn shop may not.

I would say the best bet is to build it yourself. Most retailers don't sell computers with basic specs because there is no demand for them. You can get most of the parts you need free or cheap. If you are not up for building one check sites like craigslist or ebay for people looking to dump their dinosaurs. Also, check clearance at newegg and tigerdirect.

Depends on what your idea of cheap is.
I've seen ads from retailers for laptops under $500, usually with Celeron or AMD processors. Walmart has very low prices.
Or if you don't mind refurbished, manufacturers or the online retailers have "outlet" areas, that sell refurbished ones.

check with your local isp's .. quite often they will have special deals like sign up for 2 years get a free budget end dell pc, aside that .. dell would likely have the cheapest of the bottom of the line machines.
