because the house of reps is a different type of representation than the senate is. The house of reps are up for election every two years and represent their state proportionately in number. The senate is a continuous body of congress, where only 1/3 of them are up for election in any given election year. They also represent the state with two senators per state, regardless of population. These differences give the two houses of congress somewhat different perspectives on laws or in this case, amendment proposals.

2. to ensure it is the will of the entire govnt and it people to amend the constitutions and prevent radical factions from changing our govnt
