Minimal set and costumes would be best. Low-budget is key here. Any information on royalty fees for suggestions would be greatly appreciated as well. Looking for something quirky and fun for non-theater majors to perform. Thanks for the help!

My senior year we had NO budget at all due to the school budget being voted down. So we created a review. Everyone contributed something. We had a blast. Remember the old TV Show That Was The Week That Was? You could do some kind of a political review with people playing the various candidates. Guiliani singing the 9/11 tango ... HIllary Clinton singing I'm in Charge Now ... Bush singing the Lame Duck Waltz ... Cheney singing The Duck Hunting Song ... Could be a blast. Pax- C

I would suggest Joseph and the Amazing Technicolor Dreamcoat or Godspell. If you look at some Rogers and Hamerstein, or others of that era, you might find some that are old enough to be public domain. That would free up some money for sets and costumes.
