If you wear foundation you need lipstick to keep from looking washed out. Also, it conditions your lips and keeps them from chapping.

To make our lips look bigger to attract more men so we can make more babies. I think that's the standard evolutionary answer.
But I think it's just to look pretty and not so pale and anemic. And to keep our lips from chapping, which is painful. But it's a current thing, that changes with the times. Back through history, various colors of lips were in vogue. It all depends on the year! Orange lips may come back in style! Yay!

Having red, voluptuous lips (falsely) indicates that a woman is healthy. In sexual selection, those that are most healthy and would be best to produce many healthy offspring are considered more attractive then the opposite sex. It is the same as the fantastic feathers on a Peacock's tail. These are used to try and win the best mate.

So when a girl has chapped lips, lipstick is kinda like concealer for lips. The color blends in with the original lip color (or you can choose another color) so no one would know how bad the lip actually looks!
But I really prefer lip gloss, even though it doesn't really cover up the chapped lips. But hey, it tastes good!

its about sexual selection and attraction. for women with high harmone levels of eostrogen and progesterone, they dont have to apply lips stick. if they look at handsome men they get aroused and the blood moves towards their face,if they are fair enough then their lips look red. now since all women might not have high women harmone levels they use lipstick to make them look attractive.
for smart kids the only answer is to leave a mark on the glass from which they drink, so that they dont use other glasses.

your mouth is your conversation piece, so while someone is talking to you they also visualizing some other things that really goes with the saying put your best face foward.
