Assume figure is a rectangle.
A = LB
A = 7 x 9.6 cm ²
A = 67.2 cm ²

P = 2L + 2B
P = 14 + 19.2 cm
P = 33.2 cm

wait. first, either your measurements or your description is wrong because a definition of a square is a quadrilateral with equal sides. so, your figure is a rectangle.

Formula of the perimeter of the RECTANGLE:
perimeter= 2 length+ 2 height
perimeter=2(7) + 2(9.6)
perimeter=14+19.2
perimeter=33.2 cm

Formula of the area of the RECTANGLE:
area=length x height
area=7 x 9.6
area=100.4 cm^2
