If you contact state authorities about it you're going to have to live with a worse neighbor than you got now. You could threaten to sue him for causing you personal injury while violating state law. I would ask for a 1/2 hour consult with a lawyer, that shouldn't cost you too much, especially if they're interested. Or you could just give the neighbor the $200 for the legal consultation on the condition he stop making fires in the back yard and eliminate the middle man.
