Well first of all
1. For a solid the molecules are tightly packed so they posses a very negligible amount of kinetic energy.
2. As we heat the solid the molecules begin to vibrate and their kinetic energy begins to increase. As a result the energy of the molecules reaches the extent until after which they begin to seperate and move slightly farther away, but they do not possess enough energy to completely overcome intermolecular forces. This is when the matter appears as a liquid.
3. As we continue to heat the substance, the kinetic energy of the particles reach a point where they can break free from the intermolecular forces. This is when it appears as a gas.
Therefore as we supply more heat and raise the temperature the state changes from solid to liquid to gas

A molecules kinetic energy is directly related to it's temperature. Temperature is directly related to the phase or state of the molecule. Frozen molecules have less kinetic energy. Molecules of a gas have more kinetic energy. (Within the same type of molecule. Molecules made of different atoms can have the same kinietic energy but different states.)
So steam has more kinetic energy then water, which has more kinetic energy then ice.
