The temp is always in 70s and it is nice and cool. People do not have heater or ac in their homes. What is the reason for this ?

I think much of it has to do with the ocean. Not all of CA has really nice weather either, the coastal parts along the southern part of the state have the best weather. The ocean in CA is cool and even during summer does not get really warm, usually stays below 80. So unlike the east coast and gulf of mexico which get really warm water, our water is cooler and results in less humidity and rainfall. With less humidity and rainfall it tends to be much sunnier a lot of the time too.

I live in San Diego and the weather here is always pleasant and all of coastal Southern CA has great weather. I have never lived in a house with AC and only use my heater a few nights a year. It's pretty much always in the 70's here and it is so nice all the time. I grew up in the Bay Area in an inland valley and could get cold and rainy in winter and hot in summer, not as nice as SD but still better than most of the country.

Where the hell are you at? Central Valley gets triple digits in the summer, gets below freezing in the winter, temp ranges approx 115-28 year round.
Bay area it is usually in 65-90 in the summer but freezing cold in the winter, frigid ocean breeze. Def need a heater during winter there and both A/C and heater are necessary here.
Oh and Southern Ca gets ferociously hot and there is no delta breeze (cooling breeze in the early evening) like there is here. So Fresno is 110 at 2pm and still 110 at 10pm.

The weather in California is most definitely not always pleasant. Where did you get such an idea? I lived in San Francisco, and I hated it. Hotter than hell in the summer and cold and wet all winter. I most assuredly had ac and heat and used them both in season. No, California is not perfect by any stretch of the imagination.
