Manually inclined would most likely refer to a natural inclanation or ability to do (or solve problems) tasks using one's own physical energy (i.e, by hand) whether or specially when the task is physically demanding or tasking; time consuming without the aid of automation or machinery. Or simply, "grease elbow" way of doing anything.
Technically inclined refers to someone which is technically versed, somebody who easily understands mechanical or technological problems and tasks, and comfortable in using the aid of automation, gadgets, computers, machinery, etc.

MANUALLY inclined means a person is good at jobs that involve using the hands (carpenters, mechanics, etc), and
TECHNICALLY inclined means someone who is more into "how" things work--from a scientific view--such as what makes an engine run, how does a microchip work in a computer in order to do certain things and not others. The technical-minded person has a lot of math/ science background.

Soldering electrical joints and pcb's can be considered as manual inclination, which require good eye and hand coordination (fine motor skills), when you see and feel that solder joint is hot enough and solder has melted smoothly around terminals then you can remove the soldering iron or hot air gun.
Technically inclined- use of common sense and logic together with some understanding and theoretical knowledge about components and their failure modes. But you have to always remember that in practice everything is different than in theory. Simple example- safety interlock switch on production line has failed, you check it with an ohmmeter and seems like there is intermittent connection caused by oxidised or pitted contact surfaces, so you quickly decide to order a new one. Later turns out that there are plastic particles in tongue interlock compartment which caused obstruction, contacts are good but it has to be replaced anyway cause mechanical parts are worn out anyway due to contamination.
