You will need ballroom shoes soon, but don't buy them just yet. Take a few classes to get some idea about what your feet would need. For the first class, wear any comfortable shoes but not sneakers. Sneakers have rubber soles that will stick to the floor and make it difficult to turn. Wear shoes with closed backs that won't fall off your feet if you go backwards. As a courtesy to the dance studio, chose something with non-marking sole. Bring a pair of socks with you just in case. Some studios do not allow street shoes.
As for dress - usually there is no strict dress code, but there are some rules of good manners. You should wear somehing with slieves, even short slieves is OK. The idea is it's not nice to put your sweaty armpit on leaders's forearm. You don't want to wear sweatpants of gym clothes. Nothing wrong with it, but somehow it's not a traditional choice. Wear pants or wide skirt that allows you to step as far as you possibly can. Jeans will restricting your movement, so jeans are not a good choice. Any washeable top with slieves that doesn't restrict your movement (lift your arms to test) will be OK.

Sometimes, the teacher will provide dress code on the first day of class. In general, wear comfortable clothing, tops that are not too short or tight, because you will be raising your arms for turns etc. And preferably no bare shoulders or spaghetti straps, because you will get sweaty during class, and the guy has to put his hand under your shoulder blade to lead you.
Shoes - get ballroom shoes that have suede soles and ankle or T-strap, so it won't come off. I wouldn't get open-toed, because you might get stepped on.
But don't buy any shoes before class, because the teacher may suggest something. Also, depending on where you're taking the class, you might get some kind of discount on the shoes. Just don't wear shoes with rubber soles or dark soles that might mark up the floor.

Basically, as long as the dress is comfortable, not too tight or too "exposed", you are fine.
Advise not to wear Jeans or accessories like watch or long earings, long necklace.
For shoes, hmm... You may wear light sport shoe if you don't have any ballroom or latin shoes. You instructor shall be able to advise you what is the best shop to customized your own shoe or buy from which shop when times come.
Lastly, I still think you can actually ring-up your instructor to find out what he /she want instead of ask around.

well with all the classes ive taken you ..as a beginer could just wear sweat pants and a t shirt until you find out what the teaches prefers you to wear, or in most cases you should wear a skirt about to the knee make sure it is very 'flowy' and just a regular top.. nothing fancy.

Some shoe with a slick bottom sole...eventually you will want to buy ballroom shoes. They have suede soles and are dreamy to turn on.
