i.e. indiana university bloomington has $7837 for in state and $22316 for out state

In state residents pay taxes that go towards education. Out of staters don't.

Most state colleges have in state tuition and out of state tuition. The reason is that people living in the state have paid(property) taxes that support the college. I know that not everyone living in the state own a home, but enough do and that's why there is tuition break.

I do not know but I do know USC University of Southern California tuition applyies to everyone in and out of state

It is simple: the good peoplle of Indian pay taxes to support the Indiana U; out-of-staters don't pay taxes TO SUPPORT INDIANA U, so they are required to pay higher tuition because they have not been supporting Indiana U through taxes.
