Well, both gangs could be considered the antagonists, where both Tony and Maria could be viewed as protagonists.

I'm slightly guessing here, but I'd say Tony is the protagonist
the rival gang would be the antagonist

The West side story is about gang conflict, ethnic conflict, and it represents the difficulty (for that era) for the successful endurance of bi cultural emotional (as love) involvement. The pro, and ants, were both cultures, equally.
