I am trying to build a website template on Microsoft publisher 2007 I ws trying to add an image from photobucket in every imaginable code but nothing worked .... any advice ASAP would be appreciated

Don't try to add html to a Publisher web page cause it's not build in html but in a sort of office-css-xml that only Microsoft knows.
To insert an image copy and paste or, better, save as jpg and insert using Insert > Image >From File. In short, work in Publisher and when you have done use the Save As command, click the drop-down arrow an choose HTML. Publisher will generate an html document and a folder for the images.

I have an older variant of Publisher however the process would nonetheless be the identical as yours. Open up your file and draw a textual content field in it.
